However, I've waited for some time and none of the boards where I am a local subscriber are populating. Does anyone know what's happening behind the scenes?

In the past, I noticed that Lemmy only federated communities/categories where at least one Lemmy user had started a conversation.

Example federated NodeBB thread. There are other threads opened after this one. I couldn't see them from the Lemmy side. My guess is that I couldn't see them because the OPs are from Mastodon-like accounts.
