@xssfox Maybe it's for the same reason they ask every 5-10 years if your as-yet incurable condition is still bothering you enough to deserve the privilege of welfare.

@xssfox Oh, Medicare. My bad. I was thinking the disability/SSI thing.
Weird that Old People Welfare has expiring cards too.
