@north aside from the food carts, it seemed like it was all in one building that looked like a Mexican restaurant through the window.

It is true, there are many Bi-Marts in Oregon. You will be unsurprised to hear I have shopped in one while visiting.
I didn't buy a pan though, I already have them.
BTW, I don't know if they all look alike, but that one looks extraordinarily like the one on the outskirts of Corvallis (with a Safeway a little to the left of what you see here.)
That's probably too much of a coincidence to be true though.

At first I thought it was some kind of regional anglicization of a tropical caffeinated drink. Kinda like:
