Not everyone can donate.
Not everyone can donate to every project.
Some developers do not want (or want, but cannot receive) donations.
Donations (as opposed to support contracts, or specific agreements) are not conditional; a donation does not guarantee a feature implementation unless specifically agreed.
But honestly, the entitlement of some people...
