@otterX I think it's called Going Outside. Actually quite an old app, the original idea is sometimes credited to God, but some doubt this.

@KeithWM well, I dare say, before smartphones, I used to make friends everywhere, even on the plane. Now, everyone is plugged in, wearing headphones on the subway, at the gym, or on the street. We hike and get to chatting with people sometimes, but it ends there. I don’t go out to bars as I quit drinking years ago. I don’t like organized religion, so that’s not for me, either.
Oh, but some of my online friends have turned into real life friends. So an actual app might help. My bestie whom I initially met online agrees.
If simple act of going outside is working for you, that’s great. But I’m afraid that doesn’t work for everyone.
