@brichapman according to https://en.wikipedia.org/wiki/Electricity_sector_in_Uruguay 29% of Uruguay electricity comes from hydro plants (and it seems that just one of them - Salto Grande - amounts to about 20%). Not every country is so lucky as to be able to build large dams…

No, most countries have a population that will moan if you do and moan if you don't. Have to say though, that unless there is a need for them to buffer the domestic water supply, I'm not really in favour of large dams for the destruction they cause to the countryside.
