TL:DR - There's currently an attempt by the Trump admin to prevent women whose name has changed through marriage from voting. They're doing this by requiring certain forms of documentation to match, which typically do not match for women due to a name change after marriage.
The article tells you what documents to request now to avoid voter suppression. The docs take a while to get, that's why they need to be ordered now.
