Suppose that is just a flaw of how Windows is structured. You can definitely install stuff without administrative permissions in your home folder as I've had to do for my college VM, but a lot of programs expect that they are installed or ran administrator and access features which require elevated permissions.
Linux on the other hand will let you run just about anything so long as all the components have their PATHs mapped correctly. That's the whole point of~/.local. You can effectively have a second root filesystem in there if you wanted and never have to elevate to root.
