Of the documents I hace read, I have only seen mention of the line used to export power towards Nova Scotia, no mention of import capability. Being a DC line, it needs equipment at each end for each direction of flow, so if theye is no equipment to send power to Newfoundland, they can't import. Newfoundland seems omitted from the various grid maps. Nova Scotia , PEI and New Burnswick are synched to the North East grid that include Toronto, New York. No idea about New Found Land.
