Personal thought: Whether maduro was considered legit head of state or not, he is a citizen of Venezuela, and USA has no right to kidnap any citizen in another country , there are legal processes such as extradiction for this. (obviously, Venezuela would reject extradiction.
Venezuela played an important argument: A country's head of state must be deemd to be immune from charges. (Something Trump has fought for and won in the USA).
