Looks like the guy was the local police chief, but not in uniform, and he gets clobbered by the kids after he choke holds the girl. There are also other men involved.

High school students were peacefully protesting when police allegedly escalated it after claiming snowballs were thrown. The chief in plainclothes put a teenage girl in a chokehold before others stepped in to protect her.
No child should face violence for demanding justice.
