I don’t think having children should be incentivised or disincentivised. Whether and how many children are conceived should be up to the individuals concerned. Those giving birth should have autonomy over their own body.
As a woman in a couple who had unexplained infertility for 5 yrs the words of this man feel like being kicked when you are already down.
People choosing not to have kids because of climate, financial or medical concerns should not be penalised.

- kill the NHS, remove universal healthcare at the point of need, increase infant mortality
- skew science education - not only against understanding climate breakdown but also against sex education and LGBTQ+
- side with religious fanatics who don’t believe in above
