    Apple added Eloquence to their screen reader speech at no charge to the end user a couple of releases ago. One has to wonder why A company with the resources and profitability of Microsoft would even have a question like this? To be clear The survey says:

    This survey does not imply any specific future product decisions. (2/3)

    That may be true but why would you even ask a question implying that a cost for certain speech output is a possibility. I suppose one could argue that, even if something was never charged, understanding that people are willing to pay helps make a stronger case but this just seems like a misguided question to me.
