I have always argued that "normal" is a mathnerd word, which has no business in weather discussions.
"Average" can also be misinterpreted, obviously. But at least it's not implying a value judgement the way "normal" does.

January averages around 12 above-freezing Highs, and 4 of those get to 5°C.
2024 even got to 10°C twice, but those are pretty rare.
