Indeed, the in-work benefits (read corporate subsidy) incentivises low productivity low-skill work work as the norm.... something which may or may not have been intended to alleviate the problems just makes it worse

US is doing the same. It is driven by the large employers who only want minimally educated workers who can't change jobs because their skills are nontransferable. -
