More on the Palestine Action proscription judgement in the High Court yesterday.I remember a conversation I had with a law professor regarding the definition of terrorism and what will or won't be designated as terrorism, and the actions of the military won't be designated as terrorism because of the political repercussions for charging that.
This all makes a lot more sense if the definition of terrorism is actually: 'anything the government doesn't like.'
I also remember them taking about 'Environmental terrorism', I laughed in their face.

What you are saying seems well thought out, there will always be edge cases when deciding these things, and a multitude of opinions and considerations.
The subconscious fear you mention is the fear that you may be subjected to this, this risk is real regardless of you viewing the footage. The consent framing is good, CS right to disable AutoPlay.
There is also the issue of GenAI producing video which can be hard to verify.

My issue here is raising the sensibility of people exposed to the footage to 'the most long-term harm'. This dismisses the violence in the event, I see this as a process of othering, and a pillar of colonialism.
The in-group, not seen as being directly effected by the situation, are given more consideration then the 'other' in an attempt to debase the event in the in-groups collective memory.
