I'm involved in some discussion on this matter. The short answer is that the app is not mandatory: one can use other factors. However, I only heard of few people that have figured out how to use the alternative factors.

@jdelacueva @EUCommission A couple of years ago, I complained to the portal's assistance service about this very issue, and this is the reply I got.
With SMS now not any more an option, we are really left only with FIDO2 keys.
It is unclear why they can't use established OTP standards compliant with many different platforms, and, if they really, *really* need to re-invent the wheel, why they must release their solution only through US-based platforms that come with debatable ToS.

I am looking at Graphine as an option. I saw it has Play in a container. I've trying to stick with non-andriod, linux options. But here are mobile connection shinanigans/ difficulties.
I def think those 3 are cooperating for an ecosystem more benificial to them.

@GOKUSHRM I know. That's my delima. Trust Graphine and Pixels, and get APKs (easier, using Waydroid now). Or, deal with finicky LTE on Linux mobile, with the freedom from Alphabet.

2nd phone for personal use chat songs video photos everything with custom rom & Foss apps

My phone is more secure than the mainstream trash, but #banksters don't recognise it because they don't have a periscope up my arse. -

@jdelacueva @EUCommission Similarly, that banks can deny you service because you're using a non-Google-approved system (instead of a wildly more insecure chinesium Android that was abandoned 5 years ago, which is magically still okay to use somehow), is an absolute disgrace and just really shouldn't be a thing.

Then just switch between that user and your normal one.
When you switch back to your normal user, Google Play Services and everything else the other user has installed will stop running completely.
